diploma: refers to a high school diploma. See Indiana Code 20-20-7-2
program: refers to the high school diploma program for eligible veterans established by section 6 of this chapter. See Indiana Code 20-20-7-4

Sec. 10. An applicant for a diploma under the program must submit a completed application form to the department of veterans’ affairs.
