Sec. 2. This chapter is supplemental to:

(1) all common law, statutory law, and civil rights applicable to state educational institutions; and

Common law: The legal system that originated in England and is now in use in the United States. It is based on judicial decisions rather than legislative action.

(2) the rights and remedies arising from these laws of the state and to the citizens of Indiana.
