Sec. 8. The commission shall grant an opportunity for a public hearing before it adopts a rule or amendment if a hearing is requested by:
(2) a state or federal governmental subdivision or agency; or
(1) at least twenty-five (25) persons;

- Amendment: A proposal to alter the text of a pending bill or other measure by striking out some of it, by inserting new language, or both. Before an amendment becomes part of the measure, thelegislature must agree to it.
