Sec. 13. (a) Except as provided in subsection (b), this section applies to the appointment of members to the library board of a public library serving a library district that is entirely located in one (1) township and includes part or all of only one (1) municipality. For a public library under this section, the appointments under section 9(4) and 9(5) of this chapter shall be made as follows:

(1) One (1) member appointed by the legislative body of the township in which the library district is located.

(2) One (1) member appointed by the legislative body of the municipality in which the library district is located.

     (b) This subsection applies to a public library district that is located in one (1) township and includes part of one (1) municipality. If the library district expands to include two (2) additional townships that are located only within the corporate boundaries of the municipality, the appointments under section 9(4) and 9(5) of this chapter shall be made as follows:

(1) One (1) member appointed by the legislative body of the township:

(A) in which the library district is located; and

(B) that is partially located:

(i) within the corporate boundaries of the municipality; and

(ii) outside the corporate boundaries of the municipality.

(2) One (1) member appointed by the legislative body of the municipality in which the library district is located.
