Sec. 7. Any contract, agreement, settlement, conditions of cooperation, or any other device resulting from negotiations between:
(2) an employee organization;
(1) the state; and

- Contract: A legal written agreement that becomes binding when signed.
- employee organization: means an entity that works in whole or in part for the common interest of employees. See Indiana Code 4-15-17-2
- Settlement: Parties to a lawsuit resolve their difference without having a trial. Settlements often involve the payment of compensation by one party in satisfaction of the other party's claims.
- state: means any of the following:
