Sec. 40. (a) Except as provided in subsection (b), “worker” means an individual who helps or participates in any manner in conducting or assisting in conducting an allowable activity under this article.
(b) The following are not considered workers for the purposes of this article:
(1) A patron dealing cards under IC 4-32.3-5-11(b).
(2) A volunteer ticket agent.
