Sec. 11. A person may not, except as provided in this chapter, transport passengers for compensation:
(2) as a special and charter carrier;
(1) on regular routes within the territorial jurisdiction of a political subdivision; or

A certificate may not be issued until after a public hearing and a consideration of the service, if any, rendered in the territory of the proposed motor vehicle operations by other common carriers, whether by motor vehicle, railroad, or otherwise.
