Sec. 123.5. “Permit” means the following:

(1) A permit issued by the state in the form of a physical credential authorizing an individual to operate the type of vehicle for which the permit was issued on public streets, roads, or highways with certain restrictions. The term under this subdivision includes the following:

(A) A learner’s permit.

(B) A motorcycle learner’s permit.

(C) A commercial learner’s permit.

(2) A permit issued by the state in the form of a mobile credential authorizing an individual to operate the type of vehicle for which the permit was issued on public streets, roads, or highways with certain restrictions. The term under this subdivision includes a learner’s permit. The term under this subdivision does not include a motorcycle learner’s permit or a commercial learner’s permit.
