- local unit of government: means a county, city, town, or township. See Indiana Code 14-22-31.5-1
- person: means an individual, an association, a business entity, or a governmental entity. See Indiana Code 14-22-31.5-2
- Property: includes personal and real property. See Indiana Code 1-1-4-5
