1. The council shall review the comprehensive substance use disorder program implemented by the department for the treatment of persons with a substance use disorder and concerned family members. Subject to the review of the council, the director shall divide the state into appropriate regions for the conduct of the program and establish standards for the development of the program on the regional level. In establishing the regions, consideration shall be given to city and county lines, population concentrations, and existing substance use disorder treatment services.

- Contract: A legal written agreement that becomes binding when signed.
- Department: means the department of inspections, appeals, and licensing. See Iowa Code 154A.1
- Person: means a natural person. See Iowa Code 154A.1
- State: means a state, territory, or possession of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. See Iowa Code 152E.3
2. The program of the department shall include:
a. Emergency treatment provided by a facility affiliated with or part of the medical service of a general hospital.
b. Inpatient treatment.
c. Residential treatment.
d. Outpatient and follow-up treatment and rehabilitation.
e. Prevention and education.
f. Assessment.
g. Halfway house treatment.
3. The director shall provide for adequate and appropriate treatment for persons with a substance use disorder and concerned family members admitted under sections 125.33 and 125.34, or under section 125.75, 125.81, or 125.91. Treatment shall not be provided at a correctional institution except for inmates. A mental health professional who is employed by a treatment provider under the program may provide treatment to a person with co-occurring substance use and mental health disorders. Such treatment may also be provided by a person employed by such a treatment provider who is receiving the supervision required to meet the definition of mental health professional but has not completed the supervision component.
4. The director shall maintain, supervise and control all facilities operated by the director pursuant to this chapter.
5. All appropriate public and private resources shall be coordinated with and utilized in the program if possible.
6. The director shall prepare, publish, and distribute annually a list of all facilities.
7. The director may contract for the use of a facility if the director, pursuant to section 125.44, considers this to be an effective and economical course to follow.
