State: means a state, territory, or possession of the United States, the District of Columbia, or the Commonwealth of Puerto Rico. See Iowa Code 152E.3
Vital statistics: means records of births, deaths, fetal deaths, adoptions, marriages, dissolutions, annulments, and data related to the records. See Iowa Code 144.1

The director or the director’s designee shall be the state registrar of vital statistics and shall carry out the provisions of this chapter.
