1. The department and issuing counties shall use their best good faith efforts to work in cooperation in implementing and maintaining an effective system of county issuance.

  • County issuance: means the system or process of issuing driver's licenses, nonoperator's identification cards, and persons with disabilities identification devices, including all related testing, to the same extent that such items are issued by the department. See Iowa Code 321M.1
