- Complaint: A written statement by the plaintiff stating the wrongs allegedly committed by the defendant.
- Corporation: A legal entity owned by the holders of shares of stock that have been issued, and that can own, receive, and transfer property, and carry on business in its own name.

551.7 Complaint — to whom made.
If complaint shall be made to the secretary of state that any corporation authorized to do
business in this state is guilty of unfair discrimination, within the terms of sections 551.1 and
551.2, it shall be the duty of the secretary of state to refer the matter to the attorney general who may, if the facts justify it in the attorney general’s judgment, institute proceedings in the courts against such corporation.
