904.312 Purchase of supplies.
1. The director shall adopt rules governing the purchase of all articles and supplies
needed at the various institutions and the form and verification of vouchers for the purchases. When purchases are made by sample, the sample shall be properly marked and retained until after an award or delivery of the items is made. The director may purchase supplies from any institution under the director’s control, for use in any other institution, and reasonable reimbursement shall be made for these purchases.
2. The director shall, whenever technically feasible, purchase and use degradable loose foam packing material manufactured from grain starches or other renewable resources, unless the cost of the packing material is more than ten percent greater than the cost of packing material made from nonrenewable resources. For the purposes of this subsection, “”packing material”” means material, other than an exterior packing shell, that is used to stabilize, protect, cushion, or brace the contents of a package.
