Before making such improvements and issuing such bonds the governing body shall determine the cost of such work and improvements as provided in Kan. Stat. Ann. § 14-701a; and shall declare by ordinance the necessity and expediency of such work and improvements and the necessity of issuing bonds therefor as herein provided.
