See Kansas Statutes 19-3522

As a condition precedent to the organization of a water district under the provisions of this act and subject to the provisions of Kan. Stat. Ann. § 19-270, the board shall cause to be published in the official county paper once each week for two consecutive weeks a notice of the time and place of a public hearing before such board to determine whether it is in the best interest, promotes the general welfare and is economically feasible to organize a water supply district as provided by this act. The last publication of such notice shall be not less than 15 days prior to the hearing.
