The secretary of agriculture is hereby authorized and empowered, whenever the secretary shall determine that the fees and charges provided by Kan. Stat. Ann. § 2-1004, and amendments thereto, and paid into the state treasury as provided by law, are yielding more than is required for the purposes to which such fees and charges are devoted by law, to reduce such fees and charges for such period as deemed justified, but not less than one year; and in the event that the secretary, after reducing any such fees or charges, finds that sufficient revenues are not being produced by such reduced fees and charges, the secretary is authorized and empowered to restore in full or in part said fees and charges, or any of them, to such rates as will, in the secretary’s judgment, produce sufficient revenues for the purposes as provided in Kan. Stat. Ann. § 2-1012, and amendments thereto, but not exceeding those now provided by Kan. Stat. Ann. § 2-1004, and amendments thereto.
