(a) At the first meeting of the state board of indigents’ defense services and at the first meeting held each calendar year thereafter, the board shall elect a chairperson and a secretary from among its members.
(b) The board shall meet at least quarterly and at such other times as called by the chairperson. Meetings of the board shall be at such places as the board determines.

(c) Five members of the board constitute a quorum for the transaction of business and the affirmative vote of five members of the board is required for any action by the board.
(d) The members of the board shall receive compensation and travel expenses and subsistence expenses or allowances as provided in Kan. Stat. Ann. § 75-3212.
