Upon selection of any resort site, the secretary shall proceed with acquisition of the site and construction and operation of the resort under authority of Kan. Stat. Ann. §§ 32-867 through 32-873 and, in aid thereof, shall have and exercise all the powers, privileges and immunities granted by law.
