(a) Whenever a disabled person is unable by reason of physical infirmity to hunt and fish in the normal manner, the secretary may issue a handicapped hunting and fishing permit upon receipt of the fee prescribed pursuant to Kan. Stat. Ann. § 32-988, permitting such person to hunt and fish from land or water vehicles, but such permit shall not authorize any person to shoot from any highway, as defined in Kan. Stat. Ann. § 8-1424, and amendments thereto.
(b) The secretary may adopt, in accordance with Kan. Stat. Ann. § 32-805, and amendments thereto, rules and regulations necessary to implement this section.
