When a sufficient fund has been created by the annual tax levy authorized by Kan. Stat. Ann. § 68-1135, and amendments thereto, or at any time after the first levy has been made, the board of county commissioners may make expenditures from the special bridge fund for the purpose of construction and reconstruction of bridges and culverts and the approaches thereto.
