When a sufficient fund has been created by the annual tax levy authorized by Kan. Stat. Ann. § 68-559a, or, at any time after the second levy has been made, the board of county commissioners may make expenditures from the special road and bridge fund for the purpose of construction and reconstruction of county roads and bridges.
