The state board shall:
(a) Establish procedures, which shall be utilized by each agency, to allow parties to disputes involving any matter described in subsection (b)(4) of Kan. Stat. Ann. § 72-3430, and amendments thereto, or in Kan. Stat. Ann. § 72-3434, and amendments thereto, to resolve such disputes through a mediation process or through due process hearings which meet the requirements of the federal law and this act.

- Agency: means boards and the state agencies. See Kansas Statutes 72-3404
- Board: means the board of education of any school district. See Kansas Statutes 72-3404
- Federal law: means the individuals with disabilities education act, as amended. See Kansas Statutes 72-3404
- State: when applied to the different parts of the United States, includes the District of Columbia and the territories. See Kansas Statutes 77-201
(b) Establish the qualification of persons as hearing officers and mediators in accordance with federal law.
(c) Compile and maintain a list of qualified hearing officers and mediators.
