Kansas Statutes 75-2254. Same; financing; veterans memorial fund; expenditures; interest
(a) The secretary of administration is hereby authorized to receive grants, gifts, contributions or bequests made for the purpose of financing the construction and maintenance of memorials to veterans which are located on the grounds of the statehouse. The secretary of administration shall remit all moneys so received to the state treasurer in accordance with the provisions of Kan. Stat. Ann. § 75-4215, and amendments thereto. Upon receipt of each such remittance, the state treasurer shall deposit the entire amount in the state treasury to the credit of the veterans memorial fund.
(b) There is hereby established in the state treasury the veterans memorial fund. Expenditures from the fund may be made for the purposes of constructing, updating and repairing the memorials to veterans which are located on the grounds of the statehouse, for other purposes related to memorializing and honoring veterans and for such other purposes as may be specified with regard to any grant, gift, contribution or bequest. All such expenditures shall be authorized by the veterans memorial advisory committee and made upon warrants of the director of accounts and reports issued pursuant to vouchers approved by the secretary of administration or the secretary’s designee. No public funds shall be used to construct or maintain the veterans memorial authorized by Kan. Stat. Ann. § 75-2252, and amendments thereto, or the veterans memorial authorized by Kan. Stat. Ann. § 75-2255, and amendments thereto. Construction of the veterans memorial authorized by Kan. Stat. Ann. § 75-2252, and amendments thereto, shall not commence until the veterans memorial fund contains sufficient funds to complete the construction and to repair reasonably foreseeable damage to such memorial. Construction of the veterans memorial authorized by Kan. Stat. Ann. § 75-2255, and amendments thereto, shall not commence until the veterans memorial fund contains sufficient funds to complete the construction and to repair reasonably foreseeable damage to such memorial.

- Gift: A voluntary transfer or conveyance of property without consideration, or for less than full and adequate consideration based on fair market value.
- Month: means a calendar month, unless otherwise expressed. See Kansas Statutes 77-201

(c) On or before the 10th of each month, the director of accounts and reports shall transfer from the state general fund to the veterans memorial fund interest earnings based on:
(1) The average daily balance of moneys in the veterans memorial fund for the preceding month; and
(2) the net earnings rate for the pooled money investment portfolio for the preceding month.
