No moneys appropriated from the general fund for any correctional institution, as defined in Kan. Stat. Ann. § 75-5202(d), and amendments thereto, any institution, as defined in Kan. Stat. Ann. § 76-12a01(b), and amendments thereto, the Kansas soldiers’ home, the Kansas veterans’ home, the Kansas state school for the visually handicapped, or the Kansas state school for the deaf, shall be used for the purchase of identifiable imported meats.
