Each state agency authorized to enter into leases under Kan. Stat. Ann. § 76-112 shall, before entering into any such lease, advertise for bids thereon for not less than 30 days by publication in the Kansas register. Competitive bids shall be required by the state agency for such leases and the same shall be opened and the lease contract shall be determined and entered into at the office of the state agency in Topeka, Kansas. In such letting, the state agency shall have the right to reject any and all bids.
