Kansas state university of agriculture and applied science is hereby authorized to make sales of aircraft on a negotiated basis as determined by the president of the university with the advice of the director of purchases and such sales shall not be subject to the competitive bid requirements of Kan. Stat. Ann. § 75-3739, and amendments thereto.
