Unless otherwise specifically provided by law, the secretary of state shall remit all moneys collected for fees and all overpayments which may not be refunded as provided in Kan. Stat. Ann. § 76-2613, and amendments thereto, to the state treasurer, in accordance with the provisions of Kan. Stat. Ann. § 75-4215, and amendments thereto. Upon receipt of each such remittance, the state treasurer shall deposit the entire amount in the state treasury to the credit of the state general fund, less any amounts withheld as provided in Kan. Stat. Ann. § 76-2613, and amendments thereto, to maintain the secretary of state refund fund in the amount prescribed in such statute.
