(a) There is hereby established, as a separate institution, the Kansas juvenile correctional complex. Any reference in the laws of this state to a juvenile correctional facility or institution as defined in Kan. Stat. Ann. § 38-2302, and amendments thereto, shall be construed as also referring to the Kansas juvenile correctional complex.

(b) The commissioner of juvenile justice shall have the management and control of the Kansas juvenile correctional complex.

(c) The superintendent of the Kansas juvenile correctional complex shall remit all moneys received by or for the superintendent from charges and other operations of such institution to the state treasurer in accordance with the provisions of Kan. Stat. Ann. § 75-4215, and amendments thereto. Upon receipt of each such remittance, the state treasurer shall deposit the entire amount in the state treasury to the credit of the Kansas juvenile correctional complex fee fund. All expenditures from such fund shall be made in accordance with appropriation acts upon warrants of the director of accounts and reports issued pursuant to vouchers approved by such superintendent or by a person or persons designated by the superintendent.
