The original principal of the state normal school fund shall not be distributed for any purpose. The earnings of such fund shall be subject to appropriation by the legislature. Kan. Stat. Ann. § 58-3610 et seq. shall apply to the state normal school fund, except as otherwise provided by this section and Kan. Stat. Ann. § 76-718a, and amendments thereto.
