(a) The state board of regents is hereby authorized, pursuant to subsection (c) of Kan. Stat. Ann. §§ 76-6a13 and amendments thereto, to construct and equip a coliseum at Kansas state university.
(b) For the purpose of paying part of the costs of the capital improvement project to construct and equip a coliseum at Kansas state university, the state board of regents is authorized to issue revenue bonds pursuant to Kan. Stat. Ann. § 76-6a12 et seq.
