The bonds authorized in Kan. Stat. Ann. § 80-1408 shall be issued, sold, delivered, registered and retired in accordance with the provisions of article 1, chapter 10, of the Kansas Statutes Annotated, and any amendments thereto, except as herein specifically provided. Such bonds may be issued without the authority of an election.
