The effective date of the description of the true and permanent boundary line between the states of Missouri and Kansas as set forth in Kan. Stat. Ann. § 82a-527a shall be midnight of the effective date of a resolution or an act of congress approving the acts of the states of Missouri and Kansas establishing the survey described in Kan. Stat. Ann. § 82a-527a as the true and permanent boundary.
