On and after July 1, 1989, all moneys collected from penalties imposed pursuant to Kan. Stat. Ann. § 65-170d, 65-171s, 65-3419 or 65-3446, and amendments thereto, shall be remitted to the state treasurer in accordance with the provisions of Kan. Stat. Ann. § 75-4215, and amendments thereto. Upon receipt of each such remittance, the state treasurer shall deposit the entire amount in the state treasury to the credit of the state water plan fund created by Kan. Stat. Ann. § 82a-951, and amendments thereto.
