It is unlawful for any person, other than the secretary or an authorized representative of a city or county department of public inspection of weights and measures established pursuant to Kan. Stat. Ann. § 83-210, and amendments thereto, to: (a) Commit any unlawful act pursuant to Kan. Stat. Ann. § 83-219, and amendments thereto; or

(b) violate any of the provisions ofchapter 83 of the Kansas Statutes Annotated, and amendments thereto, or any rules and regulations adopted thereunder.
