(1) All departments, agencies, officers and employees of the Commonwealth shall cooperate with the office and its employees in carrying out its functions under KRS
146.410 to 146.530.
(2) The executive director or any employee authorized by the executive director shall, for purposes of KRS § 146.410 to KRS § 146.530, have complete and timely access to all records of every agency, division or department of state, county or city government within the Commonwealth. Nothing in this section shall be construed to permit the office to disclose those matters which by law are required to be kept confidential.
