(1) There is hereby established the Law Enforcement Foundation Program fund consisting of appropriations from the general fund of the Commonwealth of Kentucky and insurance premium surcharge proceeds that accrue to this fund pursuant to KRS § 42.190 and KRS § 136.392. Any other funds, gifts, or grants made available to the state for distribution to units of government in accordance with the provisions of KRS § 15.410 to KRS § 15.510 also shall be made a part of this fund.
(2) All moneys deposited in this fund, including earnings from their investment, shall be deemed a trust and agency account. Moneys in this account shall not lapse.
