The state board may accept federal funds granted by the Congress or executive order for the purposes of KRS § 15.900 to KRS § 15.940 as well as gifts and donations from individuals, private organizations, or foundations. All funds received in the manner described in this section shall be transmitted to the State Treasurer for deposit in the trust fund, and shall be made available for expenditure as appropriated by the General Assembly.
