The legislative body of a city which has established or acquired a municipal college pursuant to KRS § 165.160 or where a junior college exists under the provisions of KRS
165.160 to 165.260 may, for educational purposes, use and employ all the authority contained in KRS § 165.080 to KRS § 165.140 and 162.340 to 162.380 to issue bonds for the benefit of such college.
