The articles or products manufactured or produced by prison labor in accordance with the provisions of KRS § 197.200 to KRS § 197.250 shall be devoted, first, to fulfilling the requirements of the offices, departments, institutions, and agencies which are supported in whole or in part by the Commonwealth, and, second, to supply the political subdivisions of this state with these articles and products.
