All moneys collected by the department from the sale or disposition of articles and products manufactured or produced by prison labor in accordance with the provisions of KRS § 197.200 to KRS § 197.250, shall be deposited with the State Treasurer and maintained as special revolving accounts, each designated as a “Trust and Agency Account.” The moneys collected and deposited shall be used for the purposes of carrying out KRS
197.200 to 197.250, except that the moneys may be used for other than prison industry purposes within the department with the approval of the commissioner of the Department of Corrections and the Finance and Administration Cabinet.
