The secretary shall adopt rules and regulations for the proper administration and enforcement of KRS § 217.650 to KRS § 217.710. The secretary may in his discretion adopt tests and standards for determination of toxic, poisonous, corrosive, irritant, flammable, and radioactive properties of any hazardous substance.
