All fees collected by the cabinet under the provisions of KRS § 219.011 to KRS § 219.081 shall be paid into the State Treasury and credited to a trust and agency fund to be used by the cabinet in defraying the costs and expenses of the cabinet in the administration of KRS
219.011 to 219.081. Such funds may be expended for training of state and local sanitation personnel. The balance of this fund shall revert to the general funds of the Commonwealth at the end of each biennium.
