(1) The district board shall, before entering upon any construction work in any construction subdistrict or any contracts therefor, have an engineering survey made of the territory within the construction subdistrict and report to the district board as to plans for sewer or drainage construction or both and as to the estimated cost thereof, with recommendations as to whether or not such construction is technically and economically feasible.
(2) The district shall add to the engineering report a classification of benefit to property to permit assessment of real estate pursuant to KRS § 220.571, 220.575, 220.583 and
220.585 if the district seeks to finance construction under one of those sections. The district shall cause notice of the proposed assessment to be mailed by first-class mail to every affected freeholder at his last known address prior to publication under subsection (1) of KRS § 220.561.
