The department or its designee shall license retailers under KRS § 227.550 to
227.660. The issuance of a license shall be contingent upon the applicant’s chief managing officer passing a test administered by the department. Before issuing a license, the department shall require proof of liability insurance which shall name the department in the certificate of insurance, and the license shall be null and void if there is a lapse of coverage in insurance.
