KRS § 230.3761 and KRS § 230.3765 shall only take effect with respect to any compacting state which has enacted an interstate compact entitled “Interstate Racing and Wagering Compact” and having an identical effect to that added by KRS § 230.3761 upon the enactment into law by at least six (6) eligible states, but if such states have already enacted such legislation, KRS § 230.3761 and KRS § 230.3765 shall take effect immediately; provided, however, that the provisions of KRS § 230.3761 and KRS § 230.3765 shall expire upon reduction of the membership in such compact to one (1) state.
