Notwithstanding the provisions of KRS § 248.655, county allocations may be used for projects before the completion of a comprehensive plan or strategic plan as determined by the board or if they fall under the conditions described in KRS
248.709(5)(b) or (c) or meet the criteria in KRS § 248.711(2).
