(1) No city, county, or other political subdivision of the Commonwealth shall adopt or continue in effect any ordinance, resolution, rule, or regulation regarding the registration, packaging, labeling, sale, storage, distribution, use, application, or propagation of seeds as regulated pursuant to KRS § 250.021 to KRS § 250.111. Any local legislation in violation of this section is void and unenforceable.
(2) Nothing in this section shall be construed to:
(a) Abrogate the planning and zoning authority granted local government pursuant to KRS Chapter 100; or
(b) Preempt or limit remedies available under common law or statutes.
