All money collected under the provisions of KRS § 257.370 to KRS § 257.450 shall be paid to the State Treasurer and by him placed in a revolving fund to be used by the Kentucky Department of Agriculture for the purpose of enforcing the provisions of KRS § 257.370 to
257.450.
