All disabled persons vehicles shall be in compliance with the provisions of 49 C.F.R. § pt.
38 and this chapter. A carrier operating under a disabled persons vehicle certificate may provide service to any person not requiring the use of the specialized equipment. A person requiring the use of specialized equipment may be accompanied by a companion.
